    Effective August 8, 2018, the City of Ypsilanti will have a regular full-time position available for:


    GENERAL SUMMARY                                                                       


    The Fire Chief is a department head classification that reports directly to the City Manager or their designee and is a position outside of the Fire Union Bargaining unit.  This position performs a variety of administrative and supervisory work involving the planning, organizing, directing and reviewing fire prevention, training, suppression, inspection, and maintenance of fire services, and managing all operations and work of all Fire Department personnel under his/her authority through subordinate employees. The Fire Chief is responsible for all Fire Department personnel, equipment, apparatus and buildings associated with the City’s public safety operations in order to preserve and protect people and property. The position is performed with extensive discretion using independent judgment within established laws, ordinances, policies and procedures.





    -        Assumes other duties as assigned by the City Manager or their designee


    -              Knowledge of Fire Marshall duties in order to implement training and supervision


    -        Plans and directs the operation of the Fire Department, including fire inspection, fire suppression, fire prevention and rescue programs


    -        Promote a cooperative and productive working relationship with the Police Department, and other departments in the City


    -        Conducts training with subordinate officers, to ensure efficient operation of the department


    -        Supervises the administrative activities of the department, including payroll, maintenance of records, purchase requisitions, budget preparation, issuing of permits, scheduling of shift personnel that minimizes scheduled overtime to the maximum extent possible


    -         Ensures compliance with SARA III provisions and any other existing or future Federal or State mandates regarding hazardous materials. 


    -        Responsible for implementing and updating Emergency Management for the City


    -        Confers with public safety agencies for the purpose of joint planning for emergency operations and information exchange, e.g., availability of services, mutual aid, and other resources necessary to ensure adequate back up and support during emergencies


    -        Assists the City Manager or their designee in the development of departmental goals, drafting and enforcing rules and regulations, and developing and administering policies


    -        Writes and submits grants


    -        Reviews recommendations on employee and operational problems from subordinate officers, makes final determinations and/or takes appropriate actions


    -        Reviews and coordinates training procedures and programs, for the Fire Department


    -        Provides input and may participate in union negotiations


    -        Maintains public relations with the community and also reviews citizen's complaints, resolves citizen's problems


    -        Serves on committees and attends professional meetings and seminars in order to stay abreast of modern firefighting techniques, new developments, regulations and laws


    -        Performs other related duties as assigned by the City Manager or their designee





    -              An Associate's Degree in fire science from an accredited college or university and ten years of progressively more responsible experience in the fire service or any equivalent combination of experience and training


    -              State of Michigan Certification as a Fire Fighter I and II


    -              A current American Red Cross Certification in Advanced First Aid

    -              Current CPR certification from the American Red Cross or the American Heart Association


    -           High degree of administrative and organizational ability


    -               Knowledge of union contract administration and procedures


    -               Management and budget experience is highly desirable 


    -               Considerable knowledge of modern fire suppression, prevention, hazardous materials, rescue and emergency medical first responder services 


    -               Knowledge of fire fighting procedures, technology, techniques, materials, and equipment including the operations of fire apparatus, vehicles, radios, computers, and ability to train and supervise subordinate personnel is required


    -        Knowledge of modern firefighter techniques and methods and the ability to apply this knowledge to various fire suppression, prevention and rescue problems


    -        Knowledge of the use and operation of modern firefighting equipment and apparatus


    -        Knowledge of the laws, rules and regulations relating to fire control, rescue and building inspection


    -        Knowledge of Hazardous Material (Operations Level)


    -        Knowledge of local, State and Federal building inspection codes


    -        Knowledge of fire investigation techniques


    -        Knowledge of Grant Writing


    -        Decision making skills in order to make quick and accurate decisions


    -        Supervisory skills in order to effectively work with subordinate personnel


    -        Written and oral communication skills in order to prepare clear concise reports and correspondence and communicate effectively with coworkers and citizens


    -        Ability to establish and maintain effective working relationships with the City Manager and/or their designee, subordinates, coworkers and the public


    -        Possess and maintain a valid Michigan Driver's License





    The physical demands characterized here epitomize those that must be met by an employee to properly perform the integral functions of this job. Physical demands, therefore, range from sitting in an office or vehicle to the significant physical exertion associated with fire fighting.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential job functions.


    While performing the duties of this job, the employee is regularly required to communicate with others in person or by phone and/or radio and view and produce written and electronic documents.  In order to properly perform the integral functions of this job, the employee is occasionally required to: sit; climb or balance; stoop, kneel, crouch or crawl.  Frequently, the employee is required to stand, walk, use hands to finger, handle or feel objects and reach with hands and arms.  It is crucial to the outcome of job tasks that the employee is able to: talk or hear; taste or smell extensively.


    The employee in this classification will be required to lift objects of up to 25 pounds extensively.  Furthermore, occasionally the employee will be called upon to lift/move objects weighing more than 100 pounds.  Vision requirements for this position include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.




    The employee’s work environment can range from an office setting to a dangerous fire location.  In the case of an emergency situation, the employee may be called to the scene of a fire, thus subjected to the same working conditions as any other member of the Fire Department.  The position may occasionally be exposed to accident or health hazards due to exposure to toxic, reactive, explosive or biohazard type substances, infectious diseases and blood borne pathogens. Incumbents are occasionally exposed to extremely disagreeable working conditions due to exposure to severe weather conditions at various times of the day or night.
